SUMMARY:Boardrooms\, bonuses and the bottom line: New models of corporate governance to secure stronger economic performance
DESCRIPTION:with \nChuka Umunna MP\, former Shadow Business Secretary\nSir Vince Cable\, former Business Secretary\nRichard Fuller MP\, member of BEIS Select Committee\nRobert Hodgkinson\, Executive Director\, ICAEW\nAimee Donnellan\, Banking Correspondent\, Sunday Times\nJake Sumner\, Senior Associate – Industrial Strategy\, ResPublica (Chair) \nThe UK is recognised as having a world-leading corporate governance framework\, but domestic scandals regarding the ownership\, management and conduct of businesses – ranging from retailers to football clubs – have called this into question. The Prime Minister’s pledge to hold the private sector to account is at the heart securing an economy that works for everyone. Getting corporate governance right will be fundamental to promoting virtuous practice\, spreading ownership more widely\, increasing productivity\, and strengthening the UK’s competitive advantage. But this will entail moving beyond simply consolidating existing arrangements and improving shareholder engagement on executive pay. \nResPublica was delighted to be joined in Parliament by Chuka Umunna MP\, former Shadow Business Secretary\, and Sir Vince Cable\, former Business Secretary\, to discuss the way forward for corporate governance in the UK. Ahead of the Government’s response to its Corporate Governance Green Paper; during the consultation of the Industrial Strategy Green Paper; and ahead of Government triggering Article 50\, the event came in a vital period for shaping the future of the UK’s domestic economic policy. \nJake Sumner\, the Chair and ResPublica’s Senior Associate – Industrial Strategy\, has written his reflections on the event and the broader governance climate here. \nHighlights \n \n\nA full house for our @res_publica and @ICAEW Corporate Governance event in Parliament. @Phillip_Blond giving opening remarks #RPBusiness pic.twitter.com/UTfyO7Ifue \n— James Noyes (@JRANoyes) February 21\, 2017 \n \n\nWe have an economic system which is not delivering for enough people in our country\, @ChukaUmunna tells @res_publica @ICAEW #RPbusiness pic.twitter.com/a6LP4XbRth \n— Stuart Macnaughtan (@smacnaughtan) February 21\, 2017 \n \n\nResPublica has been ahead of the game on this agenda\, and recent changes are testament to their influence – @ChukaUmunna #RPbusiness \n— ResPublica (@res_publica) February 21\, 2017 \n \n\nThis morning\, DeHavilland is hearing from @ChukaUmunna\, @vincecable & @ICAEW at @res_publica event on #corporategovernance! #RPbusiness pic.twitter.com/phZdbKB0yH \n— DeHavilland (@DeHavilland) February 21\, 2017 \n \n\nLabour market reform should be central to the industrial strategy\, says Richard Fuller\, given its obviously a crucial issue of next 20 years \n— ResPublica (@res_publica) February 21\, 2017 \n \n\nGreat summary from Richard Fuller MP – there’s a chill wind in the corporate world as the social contract that has held sway begins to break \n— ResPublica (@res_publica) February 21\, 2017 \n \n\nPolitical parties should have continuity. 1 of disappointing things about this gov is ind strat. SUMMARY:Regional manufacturing and the Industrial Strategy\, with Iain Wright MP
DESCRIPTION:As the place dimension of industrial strategy comes into clearer view\, we aim to develop a picture of the different models of growth that will suit different parts of the country\, backed up by predictable and strong national regulation. \nOur focus is particularly relevant for industries with multiple sites across the UK\, many in non-urban areas or on the urban fringe\, dealing with the twin challenges of developing sustainable economies and places. \nWe will be joined by Iain Wright MP\, Chair of the Business\, Energy and Industrial Strategy Select Committee\, at our roundtable\, which will feed into ResPublica’s work on this matter.

SUMMARY:Britain’s Diplomatic Strength: Harnessing soft power in a post-Brexit world\, with Crispin Blunt MP
DESCRIPTION:Institutions are uniquely effective at stabilising nations. When properly configured and supported\, British institutions – such as the BBC\, British Council\, universities and museums – can provide mediation in some of the most socially\, culturally and economically fragmented parts of the world. But this current and potential impact is not fully recognised by the UK. We believe that a new platform for understanding and more effectively harnessing such institutions could be part of Britain’s vital global reach in the years to come. \nWe will be joined by Crispin Blunt MP\, Chair of the Foreign Affairs Select Committee\, at our roundtable\, which will feed into ResPublica’s work on the case for soft power. \nTo request a place at this roundtable please contact our Events team at events@respublica.org.uk.

SUMMARY:Tackling Air Pollution - A national and local approach\, with Neil Parish MP
DESCRIPTION:A select committee report earlier this year confirmed that we are facing a ‘public health emergency’ because of poor air quality. Air pollution is contributing to around 40-50\,000 early deaths a year in the UK\, and the growth in respiratory problems is placing significant pressures on the NHS. Nitrogen Dioxide (NO2) – an air pollutant emitted from diesel vehicles\, and closely linked to respiratory problems – is the primary culprit\, and the recent ruling by the High Court has underlined the need for progress. \nThis project will take a fresh look at how national and local government can combat air pollution\, and the levers that both can pull to radically reduce NO2 emissions. It will build on the existing government policy introduced in this area\, such as clean air zones. Drawing in three different cities in England as case studies\, it will assess how each city or city region is seeking to improve local air quality\, and where opportunities may lie to more closely integrate this priority into regional strategy and transport policy. \nWe will be joined by Neil Parish MP\, Chair of the Environment\, Food and Rural Affairs Select Committee\, at our roundtable\, which will draw on ResPublica’s work with cities and on city-based devolution\, and feed into its wider programme of activity on industrial policy in the UK. \nTo find out more about the project associated with this event please contact Tom Follett\, Policy and Projects Officer\, at tom.follett@respublica.org.uk. SUMMARY:Defending Religious Liberty: Placing society at the heart of the new British Bill of Rights
DESCRIPTION:Fiona Bruce MP\, Chair of the All-Party Parliamentary Group on Religious Education\, is joined by academics and other experts\, in a discussion of the value of defending religious liberty. \nRecent controversial court cases have made religious liberty extremely relevant to policy makers and the general public. This report will explore what more Government can do to understand the religious implications of their decisions to ensure policies have a minimal impact on religious life\, and that a balance can be struck between religious practice and other interests. ResPublica is launching Defending Religious Liberty: Placing society at the heart of the new British Bill of Rights to address this issue. \nThis report will consider these issues in the context of the forthcoming British Bill of Rights\, which presents an opportunity to redefine the concept of ‘religious liberty‘. It will also explore what more policy makers can do to increase religious literacy and understanding among civil servants. \nThe launch will be marked by a panel session including \n\nFiona Bruce MP\, Chair of the All-Party Parliamentary Group on Religious Education\nNola Leach\, Chief Executive of Care\nDr James Orr\, Fellow in Theology\, Ethics and Public Life at Christ Church\, University of Oxford\nJohn Bingham\, Social and Religious Affairs Editor\, Daily Telegraph\n\nWe will be joined by policy-makers\, academics\, journalists\, influential commentators\, and key representatives from across various faiths and community groups. Please register for your place as soon as possible to avoid disappointment. To inquire for tickets\, email events@respublica.org.uk.

SUMMARY:Going to Scale: Building the homes we need
DESCRIPTION:Clive Betts MP\, CLG Select Committee Chair\, joins Stephen Hammond MP\, Treasury Select Committee member\, to discuss our new approach to scale up and accelerate housing delivery. \nA new approach to housing can meet need around the country and close the intergenerational divide in asset ownership. Despite a concerted drive\, housing starts last year remained over 50\,000 short of the 200\,000 needed each year to meet the one million homes target set by Parliament. ResPublica is launching Going to Scale: Building the homes we need to address this issue. \nOur proposals will outline how the new Government can scale up and accelerate housing delivery to bridge the gap between current housebuilding rates and the Government’s target\, and get the housing market working for the many over the long-term. Our plans set out a major long-term and returnable investment in housing that would complement the new Home Building Fund to unlock capacity in the market to deliver the homes we need. \nThe launch will be marked by a panel session including \n\nClive Betts MP\, Chair of the Communities and Local Government Select Committee\nStephen Hammond MP\, Treasury Select Committee\nJames Cartlidge MP\, Chair of the All-Party Parliamentary Group on Housing and Planning\nPhillip Blond\, Director of ResPublica\n\nWe will be joined by policy-makers\, academics\, consultants\, journalists\, influential commentators and key representatives from across the construction\, development and planning sector. Please register for your place as soon as possible to avoid disappointment. To inquire for tickets\, email events@respublica.org.uk.

SUMMARY:Building Prosperity: A Reception for Tomorrow's Engineers Week
DESCRIPTION:Refreshments provided\n\nWith \nNeil Carmichael MP\, Chair\, Education Committee\nChris White MP\, Business\, Innovation and Skills Committee\nProfessor Tony Travers\, Director of LSE London\, London School of Economics\nRt Hon Robert Halfon MP\, Minister for Apprenticeships and Skills (invited) \nIn 2015\, the engineering sector contributed an estimated 27% of the UK’s total GDP. Within a decade\, 1 in 4 new jobs will be STEM jobs. It is vital for the economy that the correct skills development structures are put in place to enable everyone a pathway to participating in the workforce. Apprenticeships\, traineeships and other forms of technical training are essential for ensuring this\, and new forms of delivery will need to be developed. \nSupported by Tideway\, this reception will open up a discussion on this issue and allow opportunities for networking. It will be held on the Parliamentary terrace\, with carefully selected parliamentarians and policy-makers\, academics\, consultants\, journalists\, influential commentators and key representatives from across the construction\, development and planning industries. \nTo RSVP\, please email events@respublica.org.uk

SUMMARY:Lessons from America: Time for a British Small Business Administration?
DESCRIPTION:with \nMaria Contreras-Sweet\, Administrator of the US Small Business Administration\nBill Esterson MP\, Shadow Small Business Minister\nMargot James MP\, Small Business Minister (invited)\nPhillip Blond\, Director\, ResPublica \nResPublica is delighted to be joined by Administrator Contreras-Sweet\, appointed by President Obama to his cabinet to head the Small Business Administration (SBA) in 2014\, as she reflects on the successes of her agency and lessons it might hold for the British economy in the wake of Brexit. Bill Esterson MP\, Shadow Small Business Minister\, will also join us as we ask whether a similar framework might be needed in the UK. \nWith a select group of attendees drawn from policy\, business and academia\, this event will form a key part of ResPublica’s ongoing work on Industrial Strategy. As entrepreneurship and home-grown business becomes ever more necessary in an increasingly uncertain global market\, small business will be critical to our economic strength. The SBA\, formed in 1953\, is designed to aid\, counsel\, assist and protect the interests of American small businesses; we hope to explore whether now is the time for the UK to follow this lead. \nTickets are on a strictly first come first serve basis. SUMMARY:Backing Beauty Roundtable
DESCRIPTION:Held on 20th July 2016 as part of the work of ResPublica’s Backing Beauty Commission\, this roundtable focused on how to encourage local authority investment in the public realm at a time of fiscal restraint\, and how to make the most of the considerable resources and enthusiasm of ordinary citizens in shaping their locality. The discussion was attended by participants including Simon Gallagher\, Director of Planning at DCLG; Professor Tony Travers; and representatives from the Department of Health and a number of city councils. \nThe discussion identified a number of barriers to the creation of a more beautiful public realm\, of which the two principal challenges were the perception of beauty as a luxury add-on and a lack of resource at the local level to invest in the creation and ongoing upkeep of beautiful spaces and places. The value of harnessing a range of deliberative techniques and new and emerging digital technologies in deciding what public realm improvements should be prioritised was stressed. \nIt was argued more innovative uses of existing policy tools such as the Community Infrastructure Levy and Business Improvement Districts\, together with original thinking about how the state can harness the energy and creativity of citizens through handing down responsibility for creating and maintaining beautiful public spaces such as community gardens\, should be considered to help resolve these barriers. In areas where little development is currently planned or ongoing\, Social Impact Bonds were suggested as a way to finance this investment. \nTo find out more about the project associated with this event please contact Duncan Sim\, Senior Policy and Projects Officer\, at duncan.sim@respublica.org.uk.

SUMMARY:True North 2016: Realising the Northern Powerhouse
DESCRIPTION:On Friday 8th July\, ResPublica’s inaugural North conference Finding True North hosted over 250 leaders from across the North at the beautiful Lowry Theatre\, Salford. Covered by Manchester Evening News\, The Guardian\, The Times\, FT and on BBC Daily Politics\, the conference saw the launch of A Manifesto for the North mapping out the next steps for the Northern Powerhouse agenda and placing identity\, culture\, collaboration\, and innovation at its heart. \nWith keynote speakers including Greg Clark MP\, James Wharton MP and Dan Jarvis MP\, the conference and manifesto marks the start of our dedicated ResPublica North unit. \nFinding True North was an enormous success and will be returning in 2017 after welcoming over 50 representatives of Local Authorities from across the North\, more than 100 leaders from industry and academia\, dozens of voices from communities and civil society\, and a wealth of national and local journalists. \n\n\n\nAgenda \nThe Government’s Northern Powerhouse concept has unlocked the door to prosperity outside of the South-East\, and given the keys to regional leaders. A key test of this political move’s success will be how it translates into real change for the people who live there. Progress can not be judged solely on higher living standards or the number of jobs created. We must ensure that greater freedoms for citizens aren’t just economic\, but instead that this once in a generation opportunity enables communities to rebuild and society to improve. \nSuccessful cities and regions are also powerhouses for new ideas\, technological innovation and cultural creativity. Finding True North will foster debate as to how we re-awaken and nurture these capacities in our northern cities. We’ll be exploring whether there is an underpinning sense of identity and connection around which the North can build not only economic prosperity\, but forge a cultural and intellectual renaissance. \nThe North is filled with tremendous potential\, backed by a rich history of cultural diversity and intellectual curiosity. When taken together\, the region is home to a number of clear and powerful identities. Newly devolved powers should enable leaders to make use of these distinct identities\, defining a local region’s priorities and needs\, and fostering the pride that will rejuvenate rather than deter. The North has a proud history of creativity\, entrepreneurship\, independence and industry. Enabling collaboration between its businesses\, sectors\, communities and public services\, and fostering constructive and positive dialogue between newly invigorated and empowered local leaders and those who they are elected to serve. \nNorthern cities have for the most part moved to embrace the opportunities extended to them to in the Cities and Local Government Devolution Bill. There is widespread agreement that ‘city deals’ will enable regeneration and improvement\, attracting inward investment necessary for creating a successful future for all its 22 million inhabitants. Without greater effort to collaborate and foster unity\, the region would be unable to escape historic under-performance of its economy and the Government’s ambition for a Northern Powerhouse will be left unfulfilled. \nResPublica’s trail-blazing report Devo Max – Devo Manc spearheaded the debate about city devolution\, arguing that Northern cities and regions developing broader autonomy would be a pre-condition for renewal. Finding True North will platform this discussion as the North embarks on an exciting age of opportunity. \n\nA Manifesto for the North \n \nLaunched on the 8th July at our flagship Finding True North conference in Salford\, A Manifesto for the North is our vision for the region harnessing further devolved powers; culturally vibrant and with the benefits of economic growth accrued to all. \nCommenting on the manifesto\, Rt Hon Greg Clark MP\, Secretary of State for Communities and Local Government\, said: “This is an important and thought-provoking Manifesto that deserves to be carefully considered. The Government will work closely with partners across the North to devolve more power to people and places in order to realise our ambitious plans to build a Northern Powerhouse.” \nMinister for the Northern Powerhouse James Wharton MP added: “I welcome the active debate around the future direction and evolution of the Northern Powerhouse. Congratulations to ResPublica for this contribution\, it is an important project and has the potential to deliver real long term benefits to our economy.” \nThere have been too many platitudes written about the North\, and too many partial and piecemeal policies that have done little to reverse the decades of decline. For years\, a combination of indifference and fatalism has left local leaders with a monopoly on power content to administer decline\, and thus they must share some of the blame. \nOf all the post-war innovations and attempts at reversing abject decline\, the Northern Powerhouse has come closest to what is needed. With its mixture of place-based devolution and connectivity\, it has at last created an international brand and vision that has shifted the perception of what might be possible. In this way it has finally created the vehicle that might serve as a conduit for massive private sector investment. \nThese are welcome developments\, but we must go further and faster. For instance\, on transport we must get going on a direct high-speed east to west line. More generally\, the city-region devolution deals should be seen as an opening not a final offer from central government – with the decentralisation of investment decisions greatly expanded in scope and scale. \nPost-Brexit\, we must not lose the north once more. We must maintain the urgent reinvention of our country. We must demand from those who would be our leaders that they mirror their paeans to social justice with a New Deal for the North\, a new deal equal in scale and ambition to what FDR offered a struggling America in the 1930’s. \nNothing less will do\, nothing less will deliver. During the 19th century life in the North was fundamentally changed as prosperity and widespread economic growth was attained. It has achieved this transformation once before and it can do so again. SUMMARY:Skills for Infrastructure: How can future demand be met to fuel prosperity?
DESCRIPTION:Skills Minister Nick Boles joined Sir Terry Morgan\, Chairman of Crossrail\, and Andy Mitchell\, Chief Executive of the Thames Tideway Tunnel\, to debate how our construction skills needs can be met. \nThe construction industry is one of the UK’s fastest growing and is a key driver of productivity and the country’s economic health – construction accounts for 7% of the UK’s value added and makes up 10% of total employment. With politicians from all sides committed to devolution\, spreading prosperity across the United Kingdom and tackling the housing crisis\, strong demand in the sector is only likely to continue. \nThe industry’s growth means it is now a victim of its own success. An increasingly severe skills shortage threatens to derail the industry’s recovery and stymy efforts to meet the UK’s housing and infrastructural needs. Nearly half of builders have had difficulty recruiting bricklayers in the last year\, and there has been a substantial fall in apprenticeship completions. The Government is making positive strides through the Construction 2025 strategy toward meeting this skills gap\, but much more needs to be done to ensure we have the skilled workforce to build the prosperous places and cities we need. \nHeld in partnership with Tideway\, this event looked at how our STEM and construction skills needs can be met. It looked at how the Government’s housebuilding drive and major infrastructure projects such as the Tideway Tunnel\, Crossrail and High Speed Rail can be delivered and can leave a lasting legacy of a skilled local workforce. \nwith \nNick Boles MP\, Minister of State for Skills \nAndy Mitchell\, Chief Executive\, Thames Tideway Tunnel \nSir Terry Morgan\, Chairman\, Crossrail \nBridget Rosewell\, Commissioner\, National Infrastructure Commission \nKate Allen\, Political Correspondent\, Financial Times (chair) \nIn partnership with: \n \nPhotos from the event: \n \n \n  \n

SUMMARY:The NHS and Social Care: Reducing bed-blocking and financial pressures
DESCRIPTION:Care Minister Rt Hon. Alistair Burt MP joins Barbara Keeley MP\, Shadow Minister for Older People\, Social Care and Carers\, to debate the future of health and social care\, touching upon topical issues about funding and bed-blocking. \n  \nThe NHS\, and hospitals in particular\, are under increasing strain in terms of both funding and capacity. There has been a sharp increase in A&E targets not being met\, and many hospitals are currently at almost full capacity. One of the causes of this increased pressure is the significant number of frail\, elderly people unable to be discharged from hospitals to settings that are more appropriate to their needs\, resulting in so-called ‘bed blocking’. \nThis panel event\, coinciding with ResPublica’s latest report launch\, will examine how to reduce pressures on the NHS by making better use of existing residential care facilities\, and ask what is needed to allow residential care to step up and take on a more substantial role in a more integrated health and social care system. \nResPublica’s previous work on this important area culminated in the publication of The Care Collapse\, which revealed the reliance of the health service on the beds residential care provides. Our forthcoming report builds on that groundwork\, and will consider how policy-makers can enable social care providers to work with partners in the NHS and reduce pressures on the health service. It will also assess the financial provisions for social care contained in the 2015 Autumn Statement\, and consider what alternative funding could be available. \nWe are delighted to be joined by high-profile speakers\, including Barbara Keeley MP\, Shadow Minister for Health\, as we launch this report. \nTo book tickets\, please visit the event page\, or contact events@respublica.org.uk \nwith \nRt Hon Alistair Burt MP\, Minister for Community and Social Care  \nBarbara Keeley MP\, Shadow Minister for Older People\, Social Care and Carers \nJohn Ransford\, Director\, HC-One \nEmily Crawford\, Principal Research Consultant\, ResPublica \nDave West\, Senior Bureau Chief\, Health Service Journal \n

SUMMARY:Ticket to Ride: How high speed rail for Liverpool can help realise the Northern Powerhouse
DESCRIPTION:The Liverpool City Region\, with its world-class port and logistics facilities\, growing business community\, and cultural vibrancy\, has the potential to drive economic growth at a local\, regional and national level. Yet without proper infrastructure links to the rest of the country\, these assets could well be squandered. This panel event\, coinciding with ResPublica’s latest report launch\, will examine the case for new infrastructure connecting Liverpool into the HS2 network\, allowing the city to develop its economic profile to the benefit of the North of England as a whole. \nHS2 is a once in a generation investment: the opportunities it offers should be grasped in full. Yet the current route plan risks delivering lower and less evenly distributed growth for the North compared to a scenario where a link to Liverpool is included. The economic progress seen in the City Region since the turn of the millennium in particular may fall away if it does not see investment in first rate transport connections. \nThis event will discuss the case for connecting the wider North West into the emerging national high speed rail network\, via a link into Liverpool city centre from the planned HS2 route to the north of Crewe. We are delighted to be joined by a host of high-profile speakers\, including the Chair of the National Infrastructure Commission Lord Adonis\, as we make the case for this investment which will unleash the enormous potential of  the Liverpool City Region. \nwith \nLord Adonis\, Chair\, National Infrastructure Commission \nJoe Anderson\, Mayor of Liverpool \nPhillip Blond\, Director\, ResPublica\n \nLouise Ellman MP\, Member for Liverpool Riverside & Chair of the Transport Select Committee \nChair: Andy Bounds\, North of England Correspondent\, Financial Times \n  \n\n \nPowered by Eventbrite

SUMMARY:Make or Break: Why Britain needs a manufacturing resurgence and how we can help it to take place
DESCRIPTION:Speakers \nCaroline Flint MP\nAnna Turley MP\nSeema Malhotra MP\nLord Bilimoria of Chelsea\nChaired by: Phillip Blond\, Director\, ResPublica\n\nThe recent collapse of the British steel industry has demonstrated the problems of an economy reliant on services and external financing. As UK manufacturing’s competitiveness has declined – partly due to a strengthening pound – regional imbalances have grown\, productivity has sagged and economic growth has been sluggish. \nBut the issues facing our manufacturing industries have been neglected.  A quick survey of headline figures reveals the problem we face. The national export balance is continuing to weaken. The balance of firms reporting improvements in export sales remains below its pre-recession peak. And the pound is at a seven year high against the euro\, the currency of our largest export destination. The role of sterling in the steel industry’s woes means this is now a question of urgent national concern. \nSterling’s strength has been caused in part by inflows of foreign capital that finance our current account deficit but often do not increase the productive capacity of the economy. The long-term economic security and prosperity of all regions of the United Kingdom depends on a new\, more holistic approach to economic and industrial policy that addresses this issue. \nWe delighted to welcome a range of speakers to discuss these issues at this event\, which will coincide with the launch of our latest paper\, Make or Break: How sterling can drive Britain’s manufacturing renaissance. It will set out how Britain can manufacture its way towards UK-wide economic prosperity\, productivity and opportunity. \n\nTo register please visit the event page here\, or email events@respublica.org.uk
